Question on my "Toddler" plant Love Song

Hey all, I planted a beautiful lavender Love Song rose bush last June (2014). It did beautifully through the fall with tons of gorgeous lavender roses. When I planted it, I did plant the bud union a few inches under the ground. Thing is, with watering the top part of the bud union would reappear--even though I know it was a big bud union & a lot of it was still underground. Despite it looking really healthy & prospering--I could hold onto one branch on one side of the bush & another branch on the other side of bush & gently rock this entire bush--despite me planting it deep enough. I was told to give the new roots a chance to anchor themselves. Well took off the rose collars today, and removed the old mulch. It is greening up , but it still rocks (no, I'm not yanking on it). Is this normal? I thought the roots would grow stronger & deeper & this would anchor itself better almost a year later? Thanks.
