Hanging pictures over very high wainscoting - ideas please?

I would appreciate any ideas/opinions/experience please! My (old) house has "formal" rooms with very high wainscoting (53"). I just can't get my artwork to look right. Centering at eye level works great elsewhere in the house, but I can't do it here (unless I use little teeny tiny pictures haha).

Should I:

-Hang so that the frame bottoms are all at the same height an inch or two above the wainscot?

-Hang the pictures partially over the wainscot?

-Tilt the pictures? (I'm not crazy about that idea - I find it a little unsettling.)

-Something else?

It's worst with mirrors. It seems ok to look up at paintings, but strange when even the bottom of the mirror is above my eye level (I'm short :-) I want to use the mirrors though - I collect them (antiques) & anyway, the room can use the extra light.

Has anyone else dealt with this or have ideas what to do?
