is neem oil or azamax harmful to lacewings?

I have a terrible problem with white flies in my entire yard and can't seem to get it under control. I have sprayed neem oil and put out yellow traps. It doesn't seem to be working. I have lacewing eggs arriving tomorrow to put out. I was wondering if I could still spray neem oil or possibly use Azamax which I have ,but have not tried without harming the lacewings? I live in houston and the white flies have overwintered in my yard as they are back full force! Thanks for any help!
