Chinese fan palm suddenly stopped producing fronds

Hi, we have a fully grown Chinese fan palm in our garden. It seems that recently it suddenly stopped producing fronds, so all the healthy fronds are horizontal or lower. There are also a huge number of brown ones at the bottom that haven't fallen off.

I also noticed that the centre has a couple of small new vertical fronds but they are already browning at the tips of the leaves as you can just see in the pic.

The plants nearby are healthy and the tree is well suited to the climate. The tree was quite healthy last year. There are several birds that hang out and may nest in the tree, could they be the problem? is this lethal yellowing disease or perhaps just a drought period? May it just need fertiliser?
