Hydrangea buds are rotting or being eaten in the center!

Even though it was raining when I took this photo, there has actually been little rain, so it's not the moisture killing the buds. I thought it might be slugs but it keeps happening even though I put slug repelent. It seems each time I go examine the plant, more and more buds are dying in the center. It starts with the center just slowing growth, then wilting a little, and then rotting. Some centers are gone completely. I know this will mean less flowers, so I need to know what's happening and how to fix it. Anyone know?
