HELP Chocolate bowls are not setting

We are hosting our annual New Years dinner tonight, (only night that everyone can get together this year), and I am trying to make my chocolate bowls for dessert. Bought Wiltons Dark Cocoa candy melt, melted it a pyrex bowl over a pot of simmering water.

I have dipped my balloons in it, not to thick of a coating, and set them on a dollop of chocolate on parchment paper. I held each balloon upright until they were sitting solid, or so I thought.

It has been over an hour, the balloons have tilted over and the chocolate has not hardened up yet. The temperature in the kitchen is 68 F and I have the window cracked open slightly to maintain a cooler temp. I moved the cookie sheet away from the stove and the heat is off.

I have made these before in the heat of the summer and no problem.

I can remelt the chocolate and redo them, but do not want to have another failure.

What am I doing wrong!!
