how was this so called "optimization" done? did you use a registry cleaner product or did someone do this at a shop? If the registry was messed with it could be bad news. There is no real reason to do registry cleaning on the versions of windows from xp forward and doing so by someone that is not very very versed with the registry can lead to serious problems. I never advise the use of any registry cleaners and if you do by all means back up that registry big time before doing so. Let us know exactly what was done I see it is vista

I got a netbook that's used only when we travel. It's an Asus Eee. Was $250 including memory upgrade and tax. Lowest end one with 1-1-1/2 hour battery life. Excellent performer -- no idea about customer service but the waranty is only 1 year. For what it is/does I'm pleased. A friend has the same one and feels the same.

Some things is wrong if you are not able to get the games directly from the Microsoft game store, it should be a simple click on the selected game and install, now you will get a pop up warning that is part of the uac but it should just be you authorized it to be installed on your pc. There's no reason why any antivirus programs would balk at the Microsoft games they are made for windows. I think you have some thing seriously wrong with the Norton. It is definitely not a favorite of mine once I got rid of it years ago I won't ever use it again, to each their own.
