Will california poppy flower the following year?

I have an eschscoltzia 'mission bells' in my border which was planted out in a sunny border last summer, and survived the winter without problems (including being covered in a layer of snow a few times, unusually for London). I gave the foliage a bit of a trim a while ago, and it's looking quite healthy right now. I thought they were supposed to be annuals. Are they one of these plants which are really perennials but often grown as annuals because they won't flower well the next year? I'm tempted to leave it in situ anyway because I like the foliage, but it would be nice to know whether I can expect it to flower later on in the year.
