Herbs/Vegies sprouting, then nothing

I have a small veggie patch in large container (1.2m x 80cm) and usually it produces very good herbs and veggies. For the last year I've been having a lot of problems.

I grow most of my plants from seeds and they seem to sprout ok, but then then stay small not growing beyond 4cm high. Since then I've tried mixing in manure and compost but there has been no improvement.

The soil is sandy towards to bottom to help with drainage and rich, fragrant and soft towards the top (I don't really understand soil terms). I've noticed quite a lot of earthworms in the soil

The container gets 9 or so hours sun per day (5am to 2 or 3pm at the moment) and get's watered most days. If I leave it too long without watering, the soil tends to get a bit hydrophobic. I usually use seaweed mix to help with that.

Any ideas ?
