Tips to prepare a bed with root rot for new planting

Hi all,

Hoping you can help, we recently moved into a property which had a bed covered in very sorry looking Rhoeo, dead brown leaves on all lower parts of plants and brown roots. From looking online I think it had root rot? I've taken all the Rhoeo out so now have an empty bed apart from 2 small spiky trees (sorry don't know the name, pic attached). I'm just wondering what I need to do to prepare the bed for new planting? I'm worried about the root rot taking hold on any new plants. Is there any treatment that needs to be applied or is it just a case of getting out as much Rhoeo root as possible applying fresh compost and hoping for the best?
