My new plumeria has root rot!!!

well today I found out when I went to check the water that it has root rot!! I cut it all off until it was healthy and white again, but now I am left with about 2 inches and that's it. This cutting was rooted already before it rotted but now I want to try and save it. Is it possible to save something that is only 2 inches tall? For now I have it in an empty pot inside letting it dry out. Then I will plant it in a much smaller pot then it was in previously, and add some perlite to my cactus mix. So is the correct way to do it? Dip the tip in superthrive and then rooting hormone, then put it in the soil mix, and then water until leaves appear?

Sorry I am very new to this, I appreciate any other advice!
