Why oh why can't I peel an egg? Deviled egg disaster!

I bought a bunch of eggs--several dozen--to make deviled eggs for a party. I did everything right according to a person who seemed the best authority on a cooking internet site. Tons of reviews on his post verified his was the "best" method of cooking hardboiled eggs. So I tried it with ALL the eggs and it proved a total disaster. They came out virtually impossible to peel--with that hard and dry "skin" stuff under the shell that I couldn't get under or huge pieces of egg came with it. Here's what I did: covered eggs with water and a splash of white vinegar and pinch of salt in pan. Brought to a boil; boiled two minutes. Remove from heat and cover; let sit 15 minutes. Rinse in cold water and let sit for 3 minutes in cold water with a little ice added. Peel. Or tried to peel. Aargh, what a disaster! Does anyone know what happened and how to do better next time?
