When is it ok to get annoyed?

DH and I had to move to an apartment last spring. It was hard to find a place that would let us bring our dog Stanley, as he is a larger dog (a lab mix). The place we ended up with was the kind with upstairs units and downstairs units. When we first moved in there was a single lady and her dog that lived above us. We NEVER heard her. She moved out over the summer and it was vacant up there until about a week and a half ago. A younger couple with a toddler moved in. The guy has a truck that is newer. He has it so that it is LOUD. I know that some people like that, and that is fine. Except when he leaves 8 billion times all through out the night. You can hear him revving his truck up and down the streets across town and then he will come back and rev it in the parking lot then come inside for a while only to leave and do the same thing over and over and over again. The girl and the baby are pretty quiet for the most part during the day. I really hardly hear anything when it is just them. But as soon as the guy gets home there are loud thuds and yells for the rest of the day. Tonight they seem to be having a party. They are out on their balcony carrying on and I can't tell you how many loud thuds we have heard. DH is at work thankfully, because I know he would be irate at this point. Even my teen son is getting bothered by it. She decided that she was going to vacuum at 10:30 tonight. Fine. I was awake anyway. And I decided then and there that I didn't have to feel guilty anymore for running my own vacuum after 7:00. So anyway, here it is 12:30 at night and they are just being unreal. Part of me thinks that I should just calm down as they are younger and maybe they are having some friends over to celebrate their first place? But then I think about how I have gone out of my way to make sure that we are quiet as to not disturb anyone else in the building and I feel like it should be the way that everyone else tries to be all the time as well. Party or no party. Not to mention the fact that they have been loud each night this last week, not just tonight.

Am I overreacting?
