Marilyn_C re:strange raccoon behavior?

Marilyn, we've been seeing a raccoon on our lakeshore during the daylight hours...sometimes around 9:00 AM and again around 2:00 PM. She/he isn't very hefty, rather slim, in fact. It doesn't seem to be afraid of humans and only leaves if we approach within 15-20 feet. If we try to shoo it away from a greater distance it justs looks directly at us.

Is this behavior normal? I thought they were nocturnal creatures. Is this behavior typical of an ill (rabid) raccoon?

I sometimes throw birdseed along the shoreline; do they eat these? It appears to be digging in the loose grass for something.

I wasn't concerned until a visiting friend mentioned it could be dangerous or ill. Should we be concerned?
