150 amp circuit breaker instead of 200 amp?

Please excuse that I have no idea what I'm talking about, so my terminology is probably very wrong....

We had our inspection today for our new 2800 sq foot semi-custom house. Everything was great, except the inspector found that the circuit breaker is rated for 150 amps. He said that he has not seen a 150 amp breaker in our area since the 1980's and that the other houses he has inspected by our builder all have had 200 amp breakers. With the size of the house and one heat pump (gas pack on other floor), he said the 150 amp won't be good enough, but he can't demand a 200 amp breaker because on paper the 150 amp is enough.

How expensive and timely would this change be? We're supposed to close on the house Friday, but want to know how much of a problem this is and whether we should expect the builder to change it.
