How do I paint my rusted porch railing?

My front porch/steps railings have a few spots of light rust on them, and some places where the paint is peeling, so this needs attention quick before the bad weather sets in.

I googled.

One place said 1) pressure wash 2) wire brush scrape 3) sandpaper 4) special primer 5) paint.

Another place a guy said he just 1) wire brushed off the loose stuff off his garden gate, and 2) sprayed with Rustoleum, no primer, and now ten years later it's just beginning to show a few tiny rust spots.

So which is it? I don't want to work any harder than I have to, but I don't want to have to do it again next year either.

And is there a way to spray paint it without getting it all over the concrete and house? I figure I'll have to roller and brush it.
