Subpanel Location on Unfinished Basement Wall

I'm a homeowner looking for some help with the vertical location of a subpanel on a unfinished basement wall... I'm asking the forum because I would like to avoid using conduit if at all possible. I think the correct location is to place the top of the subpanel flush with at the top of cement block, which also happens to be about 1" below the bottom of the joists. Would this prevent me from having to use conduit for the feeder wire and all wiring downstream of the subpanel? All wiring is planned to come in and out of the top face of the subpanel, just like my main service breaker box does... thanks for your input!
