Rug experts! Got a question for you

My daughter bought the Crate Barrel Asimi Neutral wool rug on clearance. The 6 X 9 rug was the showroom model, had been clearanced to $200; the day they purchased it was marked down to $100. Regular price for this size was $499.

Sometimes a bargain is just not a bargain! When she got it home and unrolled it, there was a white powder (lots of it) that came out of the rug. Of course, they have vaccuumed and vaccuumed and still pulling white powder out. Next plan is to hang it over the deck and beat the heck out of it. I asked her is she had called the store and of course she said it was a "buy as is" and they are not even going to bother.

Does anyone have any idea what could cause this. I am thinking that is probably a breakdown of the latex that the wool is tufted to (or whatever the proper terminology might be). Can anyone shed any light on this problem, and is there a solution to make the rug usable before they toss it. Attaching a link to the rug.
