how far do new casements swing open?

I have Eagle windows installed in my new home still in construction. A couple of the windows are casements, most are double hung. I just discovered that the casements will only crank open about four inches-- maybe 10-degrees of swing. The hardware at the bottom seems to prevent opening any farther. I emailed Eagle and got an unsure reply that the windows have sash limiters to prevent their opening wide.

Is this the way modern casements are made? I expected the windows to swing out at least 45-degrees and probably a full 90-degrees straight out. It doesn't make much sense to me to have a casement that will only open a few inches-- hardly any air can circulate. But there are so many dumb safety regs anymore that maybe a casement window isn't allowed to be opened? The Eagle window literature did not mention this and I did not happen to see a casement when I looked at their windows before ordering.
