HPS Lights (high pressure sodium) installation

Last Friday I installed a HPS 50w light on a 16" pole in my back yard. The light fixture was an old barn/filling station style light. The fixture holds only the bulb. So the remaining components (ballast and ignitor) are housed in a plastic electrical enclosure 8"x6"x6", down near the bottom of the pole. After doubling-checking it about fifteen G-damn times, I gave-up. The bulb won't come on. Today when checking with the electrical parts supplier, where I purchased the equipment, they tell me, three foot is max distance between bulb and ballast/ignitor. Anyone here know if that is correct, the seller originally had told me a different distance. If this combination won't work, what other type light (low wattage user) might I use, other then a convential incondesent light?
