Basement Sub-panel

I've searched the forums but have not found the answers to a couple of sub-panel questions. The previous owner of my 10 year old house doubled up a lot of circuts on 20 amp breakers and I would like to separate them. My service panel is 100 amps and is, of course, full. I would like to add a sub-panel next to the service panel. Square D Homeline has affordable 70 amp panels with 2 spaces for 4 circuits. I plan to use one double 20 and one double 15, coming out of two slots in the main panel that are a 20 and a 15. My question is how to protect the panel to 70 amps? I'm not finding a double 70 in QO. (That is what the service panel breakers are). Should I use a 60, or go to a higher value?
