Moving away-what can be done?

I wonder if anything can be done about it?

SO's X lives with her BF in her own house (she had an affair and left SO for this man, but she previously had affairs with others). Younger D is full time in college, 2nd year.

BM does not participate in D's life neither financially not emotionally nor physically nor in any other sense. Since leaving SO, BM almos entirelly withdrew from both daughters' lives. SO pays for everything and does everything. DD works so she contributes to cost of living, but BM offers no help. BM is pretty much out of both Ds' lives as soon as she left SO. BTW She makes good money.

Now pay attention:

Recently BM made announcement to younger D's that her BF is retiring and she wants to retire early as well(she has huge inheritance that is coming her way form her parents (at least a million) and she received half of SO's retirement and half for the house, so she bought a new house, so she is well off). X's BF has property in a foreign country (very far away, more than a day flight). She decided to move there with him and put up her house for rent. So her house is up for rent now.

Remember DD is still in college and only turned 19 this fall. DD lives in dorm about 2 hours away but comes home (to SO) every month and he also goes there. BM never goes there, rarely calls, never offers anything and never does anything.

D is very upset over her mom leaving. SO is not as much upset about the money and lack of contribution as about mom leaving DD who is very upset. I believe that SO does too much and spoils kids too much and I often defend BM, but BM's hands-off approach is over the board! This is too much!!!

I wonder if anything can be done? I would assume since D is legal adult mom cannot be stopped from moving, but is there anything what can be done? What do you think? SO is sad for his D. Other D has pretty much no relationship with BM either, but she is 26 and lives out of state.

To add to this BM suffered from manic depression in the past and tried to be on medication once, but she had some side effects (like gaining weight) so she is off it. I suggested to SO that maybe moving overseas is just a phase and she won't go. SO says that since house is up to rent it is all serious. In any case, can anything be done? Did anybody have experience of anything like this?
