Warm air from the finished basement is hitting the cold block, resulting in condensation. Follow the advice above. If that doesn't do the trick, insulate the room with at least a half-inch of XPS and cover with fireproofing material. I'm not sure why we have "cold rooms" anyway. It seems based on the assumption that some huge percentage of the population needs a place to hang homemade sausages and the like. Got wine? Get a proper cooler.

You need to know the psi rating of the bottom chords of the trusses. Assuming they meet the applicable Building Code, that's your answer on loading. Minimums in some jurisdictions preclude any storage, as the Code minimum is only sufficient to support the ceiling below, the weight of some dimensional lumber for walkways and the weight of a couple workers putting in insulation, wiring etc. Until I knew for sure the psi rating, I'd err on the side of caution.

I would also consult with your local AHJ to determine the code requirements for various uses of the new basement rooms. It looks like you have good headroom (usually the finished ceiling must be at least 80 inches high), but don't have egress windows. This means it can probably be used as a basement family room or office, but not be a bedroom (that requires an egress window or door). In most areas you will be required to pull a permit, and comply with applicable codes to finish a basement. If you want to make your life as simple as possible, list the use as basement storage, which has the simplest code requirements. For example, most AHJs now require AFCI circuit breakers for receptacles in all living areas, but may only require GFCI for a basement. When they inspected my basement "storage area" and found it had 14 receptacles, prewire for TV and audio in two locations, and in-wall wiring for 5.1 speakers, it was not a problem. They first looked at all the framing and insulation, and later at the A/C wiring/receptacles just to make sure the receptacles were wiring correctly. I sold my house with an unfinished basement this past summer that was located in Northern VA. I would recommend you finish off your laundry space for your own enjoyment, not necessarily because it may add value. Your descriptions of the space and your comments lead me to believe you would like to have that renovation for yourself. You can replace the concrete sink with a sink/cabinet from Lowes/Home Depot for a couple of hundred dollars. As others pointed out, you can brighten up the space for minimal outlay. (Definitely get rid of that floor before you market your house. Buyers do notice dirt and perceived lack of maintenance. Keeping my house clean and maintained was how I was able to get it sold in a soft market last summer, despite the disadvantage of the unfinished basement).
