glue velcro on a valance --help

Hi all, I just finished a valance to match the crib linens I made for my brand new granddaughter. The valance (one of 2) is just a big rectangle I am attaching with Velcro to a board mounted to the wall above the window. I made a piping for all the way around, put in a thin layer of polyester batting, and lined it then I turned it inside out. I really wanted it to look professional, but I was in a hurry and forgot to sew on the Velcro on the lining before I put it together and let me tell you I am not taking it apart. I can do two things stitch in the ditch across the top where the piping meets the fabric or glue on the Velcro. If sew the Velcro with one row of stitching it may form a V and not fit smoothly over the wood piece I am attaching it too. I think glue would work better but what kind of glue? Does any one have experience with fabric glue? I was hoping the valance could be washed someday.
