best way to frost/etch the inside of a glass canister?

Hi--long story, but I want to obscure the glass in a glass canister which will be outside in weather (I found some cool vintage outdoor sconces but the smoked glass parts on top must be replaced--I found some perfect replacements in the kitchen section at Target but I want them made only translucent rather than transparent, since we'll be using the ugly CFLs in them).

Has anyone ever sprayed frost inside the neck of a canister? I don't think doing it outside would be the right thing--it would be more vulnerable to weather, right? Or should I try using etching paste on the outside instead?

Any thoughts/advice/caveats welcomed. Thanks.
