Plumbing and wiring routing conundrum - basement to first floor

I have a 1908 Foursquare and am planning on remodeling the kitchen. I have seen this design in other area (St. Paul, MN) houses as well: if you were to drill a hole from the outside edges of the basement up into the adjacent floor, the hold would be approx. 12" from the wall in the next floor up. Put otherwise, it seems the joists of the first floor are cantilevered out over the foundation about 12." Is this a common framing technique or was it in 1908?

And what's the solution if you're trying to run wires for new outletsfrom the basement to the first floor in those exterior walls? Some of the joist cavities in the basement appear to have mortar/cement in them, others seem to have wood blocking in them, either way appear to restrict passage of new wires and/or plumbing. Any help greatly appreciated!
