Questions on 'torch-down' roofs.

Anybody know the do's and don'ts for "torch-down" membrane roofs? I was told they are not to be confused with glue-down types and that they are much better, etc. This is for a Washington DC rowhouse that currently has a metal roof with slight pitch, and which supposedly is beyond repair (too many rusty spots and spot repairs over the years).

I've seen torch-down installed and then topped with Aluminum paint, and others have told me that's what not to do...who's right? Are these currently the overall best option for replacing a metal roof with slight pitch (almost flat)?
