Adding 2nd story

We own a ranch house built in the 1960's and would like to expand by adding a 2nd story. We have talked to several builders-unfortunately getting different answers from each of them. The latest told us we needed to put new windows on the first floor (which we do- to bring them up to code) but he told us he will put in new windows, wiring, drywall etc on the first floor, completing it (the first floor) and then tear off the existing roof and add the 2nd floor. We are not builders but this sounds backwards to us. Is this normal? Why would we finish the first floor and then expose it to the possibility of rain and falling debris from putting on a 2nd story. We questioned him and he said this is how it is done. Is he correct in the order he is telling us? We get the feeling this is a bigger and more complicated job than he thinks it is. Thanks for any input.
