Must you counter-offer even on a low offer?

Dh and I have a house on the market for about 30 days now. It is listed with an agent and we got our first offer the other day! It was terrible!! $48K below asking and they wanted us to pay $10K in closing!!! So basically almost $60K below our asking price! The realtor representing the people making the offer told our agent that they owned 2 houses but only needed to sell 1. They did not even present a pre-approval. Our agent says that even though this is not a good offer we should counter-offer(as soon as they present pre-approval) full price and offer to pay some closing costs! Dh and I think it is almost laughable and don't think it is worth the effort since they haven't even sold anything yet, no loan pre-approval, and the terrible offer. Is this worth making a counter-offer?
