Tax rebate - Will we have to 'repay' it next year?

I just read an article on MSN Money that basically says that the tax rebate is actually more of an advance on your 2008 refund. So, taxpayers can expect to have their refunds reduced next year to compensate for the rebates they receive this year.

If I am understanding this correctly, a married couple filing jointly with an adjusted gross income of less than $150,000 would receive a rebate check this year for $1200 on top of any refund they would ordinarily get when they file their 2007 taxes. Next year, their refund would be reduced by $1200 to compensate for this year's rebate. So, if they got a $2000 refund for the 2007 tax year, the 2008 tax year refund would be $800. Is that right?

More relevant to me is that we have set up our withholding so that we don't ever receive a large refund (why give the IRS an interest-free loan?). So, are we going to owe the IRS $1200 at tax-filing time next year??? This will certainly affect whether or not we spend that "rebate"!
