Rain & letting water drain from pool -- is this normal?

So we've had our pool filled for three weeks and already there have been two days with so much rain that the water level rose almost to the coping. The first time this happened I waited a day or two to see if it would evaporate, but it didn't, so I drained it down to midway up the skimmer, and then there was another rain today that filled it up again.

My question-- especially for people in Florida, is it normal to have to do this? What do you do when it rains this much? Someone told me the skimmer can't really skim if the water doesn't have a free flow in and out of the skimmer, which seems logical. But it also seems funny to have to hook a hose up to the pump, drag the other end out to the curb and watch water flowing out of it-- I never noticed pool owners doing this before.

Just curious about your experiences with this...
