The instructions on the chlorinator say to screw the cap on when the system is off (meaning there is no water in the chlorinator). My PB's tech says to make sure the chlorinator is filled with water (meaning the water level is higher than the chlorine tablets) before putting the cap on.

His reason: keeps chlorine gas from building up in the chlorinator, as well as preventing the opening (where chlorine water flows out of it) from getting blocked up over time.

This make sense? What is the best way... filled with water, or not filled with water? Pros and cons of each?
