Another question about those foam soaps

I recently started a thread about refilling those soap dispensers that produce foam. I mentioned that in order to do so, I had to water the soap down considerably. In the posted responses, several people mentioned that they refill with 3 tbsp of soap to most of a bottle of water. That's about what I ended up with.

Hand washing is often cited as the No. 1 way to kill germs and avoid the spread of disease. In health care facilities, public bathrooms in office buildings, and elsewhere, I'm always seeing instructions for proper hand-washing technique. They almost always say, "Use a generous amount of soap."

Since the function of soap is to loosen germs so that they may be washed away, I'm wondering if these foams--which obviously contain far less soap than we would get from a traditional pump--are diluting (literally) the effectiveness of hand washing. Sound like it to me.
