HELP! Heater temperature rise is below minimum

According to the Operation Manual for the Jandy Lite2 heater, the temp rise, inlet to outlet, should be between 33F to 42F. Even though I've installed a manual bypass valve (per the instructions) and run it wide open (to minimize flow through the heater), I've never realized more than around 25F temp rise.

I've had the gas pressure checked and it meets the 4" WC minimum requirement. The other possibility (according to the manual) is that the system water flow exceeds 125 GPM. Since I have 1-1/2" plumbing, this would seem to be impossible.

While the heater does bring the pool up to the desired temp, the manual cautions that running the heater with the temp rise below the minimum "can damage the heater and may void the warranty."

Just how important is the heater temp rise?

What is the best way to tweak the system to bring the temp rise into spec?
