Arghhhh. I am an idiot. TWP can also mean

Thompson's Wood Product/Protectant! AKA The stuff put on my deck years ago and left in a container hand lettered "TWP". Duh. I thought it meant the good stuff TWP. And since TWP doesn't make a solid, why I thought it had to be a semisolid or semitransparent maybe just applied badly...

This explains why it looks like a solid, acts like a solid, and won't all come off like a solid!!. It is an old solid. And going over it with Cabot's Semisolid or even their Solid (the primer would help) looks plain bad. And the last thing I want is more solid. I think there's just way too much splitting and a solid would quickly fail.

OK I have read enough here to understand my options. I'm looking for temporary life support until we have the cash to replace the decking. The solid stain that's left is blotchy and I am going to go after it with Cabot's deck stripper:



Then another round of Restore-a-Deck and I should be good to go.
