Water drainage under IPE decking

I plan on building a two story IPE deck. The second story is to be used to block rain from dripping on the first story deck. I have 2x8 floor joist. I was planning on using some sort of rubber water proofing laid on top of the second floor joist before I screw down my IPE decking. It sounds like this may not be a good idea from some of what I read on this forum. Does anyone have any suggestions on alternatives to this method? How can I accomplish this and still maintain air flow around the IPE decking so it does not get all messed up? Another concern I have is the weight of IPE decking. My 2x8 floor joist span almost 10 feet. Is the weight of the decking going to cause a problem. Any advice would be greatly appreciated. Thanks.
