In-ground pool leaking through gunite?

Hi all...

Trying to correct a swamp condition due to faulty pump.

Replaced pump and filled pool with water since the level had dropped about 10" from skimmer over the last 6 months.

As I began to address the green pool problem with chemicals, I noticed that the pool water level dropped overnight by several inches.

Since it hadn't rained here in a few weeks, it's pretty apparent that the water is just seeping through the gunnite because the ground around the entire perimeter of the pool is wet.

I've stopped adding water, and the water level has remained constant now at just about 8"-10" below skimmer for several days.

Is it possible to "skim patch" the top surface area of the pool or seal it in some way without re-doing the entire pool? Budget-wise we're just not able to re-do the entire pool at this time.

Also would the tile border(at normal water-line) and it's mounting surface need to be removed and re-done?
