Replacing deck boards

I am planning on replacing my current deck boards. Is there any reason(s) to remove the rails when installing the new deck boards? My rail posts are bolted to the joist.

I plan on installing PT deck boards. When two boards meet on a joist, is it good practice to place blocks at each side of the joist then screw the boards on the blocks rather than on the joist itself? I saw this illustrated in books and on the internet for composite boards and wondered if it can be applied for PT. My concern is the PT boards splitting because the screws are too close to the edge. Using the blocks, I place the screws 1" or more from the edge of the boards.
