OK to set tiles in cement, in wood frame around hot tub?

Neighbor who's a contractor is helping set a small amount of tile in the wood frame around our hot tub as part of a repair/renovation - just a few square feet total. He's mentioned setting the tile in a modest layer of cement. Wanted to double-check here as to whether that's the way to go or whether it's supposed to be entirely grout, except for urethane caulk at the edges.

(I haven't set tile before, so I don't know whether cement routinely plays a role.)
