Closet flange needs lowered

I recently had a ceramic tile floor installed in my bathroom. Now my toilet sets up too high and rocks. It looks like the flange sits up too high. I was planning to lower it by cutting off the current flange at the top of the sanitary pipe then lower the sanitary pipe by sawing about an inch off and then installing a new flange. Problem is, after I saw the current flange off at the top of the pipe, the portion of the pipe that was inside the pipe will remain. I've read that you can chip it away with a dremel cutting tool. Does that sound right.

Someone at Home Depot told me I could replace the old flange with one that fits oveer the top of the pipe and then I wouldn't have to remove any of theleftover flange inside the pipe. Then, someobody else told me this way would leak.
