psi question~~asap please

My pool has a sand filter with Zeobtite filtrate. I have never had my PSI greater than 15-20.

QUESTION: We just had our liner replaced and the guys started it up today. When they left, they left the pool running on Circulate. I went to switch it over to filter and noticed that the PSI is at 30-40. I backwashed/rinsed twice but the PSI is still at 30. They will be be back tomorrow to fix the electricity to the poolhouse (that they accidently disconnected and cannot get it figured out). Is this normal after a liner replacement or do they need to open the filter to be sure that everything is working well? What is an acceptable PSI after a liner replacement? We did have a water talbe issue and had to replace the weeper line in the process. TIA
