Hot water running from outside drain pipe

We had the water turned on today to our new home. My husband was walking around the house and he noticed water coming out a white drain pipe (is this an overflow drain pipe, what's it's purpose?) It was hot and it was not a slow drip. I saw it earlier, but thought it was just water coming from the A/C so didn't say anything. It ran for hours before my husband saw it and shut the water off.

Anyone have any suggestions about this problem? Is there some type of valve we need to turn on or off? It's an electric water heater. We have never owned a total electric home, so this is going to be a learning experience for us. The home is only 7 years old and the water has been off since the end of May 2007. The water gets hot fast so this is a better water heater than our last house.

We have a home inspector coming tomorrow. Maybe he can tell us if something is wrong or we are just dummies, LOL!
