leaky kitchen pipes at shut off valves

I have two leaking kitchen pipes.Not sure if it is a comprssion valve, however from top to bottom, copper pipe, then a nut then (maybe a compression valve) it is about

1 1/4 " long, screw on the the side and a oval shaped turn on/off valve. While trying to figure out where the leak is coming from it appears to come from the top where the nut meets the 1 1/4 "valve". Both on hot and cold. Do you think I maybe "stripped the original seal" and if I shut off the water and then loosened the oval valve (it is attatched to the "compression valve" with a screw in the center of the oval handle) I could put new tape on the seal? I am able to stop the leaking on both H and C by adjusting the oval shut off valves, however within 4-5 hours they are leaking again. Thanks in advance.
