water heater:how does it work?

I am not sure which forum I should post my question. I am trying this forum and that in heat and air.

I bought a house. Before I bought it, it was winterized. I saw the utility flags there indicating electric, gas, and phone available. However, nothing there seems using gas. The central a/c and heating is electrical; so is the stove. There is no hot water. Is it because I have not contacted a gas company to turn it on? Does hot water need gas to make the water heater work? If so, how come I don't see a furnace in the house anywhere? The water heater looks pretty new to me. I have no idea why there is no hot water. Can anybody explain the reasons to me, please? Thanks
