Please help me develop this recipe

Last fall in a restaurant, I had a milk/cream based chowder made with smoked trout. I want to make a similar chowder using smoked whitefish, but I'm not sure how to go about it. Clam chowders, which would be very similar, all call for using liquid that the clams are simmered in, and I won't have that unless I simmer the smoked whitefish, and I'm not sure I should do that for this recipe.
