What's the best time of year to buy spices?

I recently replaced my most-used spices with all new ones by placing a big order from Penzeys. The tarragon was wonderful, much better than the year-old stuff it replaced. I noticed lesser but definite improvements with other stuff as well. (The hot climate here in SC precludes me from growing many herbs--I've managed to kill off several tarragon plants over the years--so I have to depend on dried ones.) I've found Penzeys to be better than supermarket spices and herbs, most likely because they might have a bigger turnover than the local supermarket.

I wonder: does anyone know what time of year are dried herbs and spices the freshest? I'm sure it's different for different spices, and I don't know if there is any 'calendar' that says buy Turkish Bay leaves in October and black peppercorns in March. I would imagine that many herbs would be best in the fall, after they've had the summer to be harvested and dried, but that's just speculation on my part.

Any thoughts?
