Removing candle wax before painting

Hi - we have fixer uppper and the previous tenant must have had a very drippy candle near the wall (eek) - there are about 3 feet of small drips. Unfortunately, the wall is not smooth, it has a bit of texture (not orange or cottage cheese, kind of random texture) I tried sanding it down with medium grade sand paper but it just gummed up my sand paper. I tried gently chipping at it with a putty knife but it doesn't seem to be coming off. Do you think I just paint over it? Any other ideas? Thank you!!
