Pressure canning tuna in oil -or- water --- your opinion

Hello all,

I have been studying the USDA canning site and several state extension agency sites on how to pressure can tuna. I've come to the decision that I'd like to pressure can tuna in oil.

1. Those of you who have done both oil and water - which do you prefer and why?

2. Raw or cooked tuna for canning - which do you prefer and why?

I have found July 2011 USDA directions for safely doing oil/water pressure canning of tuna, if anyone needs a link.
