Bubbling Primer: where'd we go wrong & where do we go from here?

Contractor skim coated painted paneling. Did a bad job (high and low spots) we let him go. My husband said the skim coat wasn't done with joint compound. It did seem more powdery when dry - you could remove slight amounts by brushing across it with your hand.

We latex tinted-primed with Ben Moore about 4 weeks ago. No problems other than we saw a few low spots and decided to add joint compound in different areas. We used the type that has a latex additive.

Painted on Sunday. Today the paint is bubbling in some areas - away from the wall. You can push on the bubbles.

Can anyone please help with where we went wrong & what we should do now?
