Cooking stew meat

Okay I have a goofy question. About the packaged stew meat you get from the grocery. I haven't bought it in a couple of years now but in the past I have tried it. Tried using it for slow cooker stews and soups. Always the results were the same that the meat turned out tough.

Now I was under the impression that virtually anything would turn out tender in the slow cooker if left in there long enough:) But that wasn't my experience with beef stew meat.

Should I be browning it first? I realized when I saw it on sale at the grocery last night I want to try again but really hate to waste money until I have a better technique.
